A step-by-step guide for travellers visiting Hong Kong via Air Travel Bubble from Singapore!
Update: Hong Kong government announced on 21 Nov, 2020 that the quarantine-free air bubble scheme between Hong Kong & Singapore will be postponed for 2 weeks.
The Hong Kong-Singapore Air Travel Bubble allows quarantine-free travel between the two cities. Before you start planning your trip to Hong Kong, you will need to know about eligibility and the processes of it.
Qualification for Air Travel Bubble
Receive a proof of a negative COVID-19 polymerase chain reaction (PCR) test from a recognised laboratory or health care institution. The specimen must be taken within 72 hours before your scheduled flight departure time.
No travel history to any regions other than Hong Kong or Singapore in the past 14 days.
Have an Air Travel Pass. Details: https://capels.caas.gov.sg/atp (Singapore Citizens, Singapore Permanent Residents, and Singapore Long Term Pass holders are not required to apply for an Air Travel Pass.)
Book on a flight designated for the Air Travel Bubble.
Have the right to enter both Hong Kong and Singapore.
Have a mobile device, with Singapore’s TraceTogether app downloaded and registered.
Submit a health declaration electronically via the SG Arrival Card Service.
Have an approval of entry letter issued by the Singapore government authorities (for Long-Term Pass holders).
Flying to Hong Kong
(Before you go) Step 1: Apply for Visa (if needed).
Step 2: Book your ticket for a designated flight.
Step 3: Take a pre-departure COVID-19 test (Take a PCR nucleic acid test for COVID-19 in one of the selected clinics. Specimen should be collected within 72 hours before the scheduled time of departure of your designated flight. Visitors must apply for approval. Upon receiving an approval, they can make an appointment for PCR nucleic acid test at one of the selected clinics.)
#Note for short turnaround in Singapore In case you have travelled from Hong Kong to Singapore and have taken a pre-departure COVID-19 PCR nucleic acid test by one of the testing institutions recognised by the HKSAR Government, if the specimen for the aforementioned pre-departure COVID-19 PCR nucleic acid test was collected within 72 hours prior to the scheduled time of departure of your return designated flight to Hong Kong, you do NOT need to take another COVID-19 PCR nucleic acid test in Singapore.
Step 4: Submit your Health Declaration
Upon arrival in Hong Kong, you must provide the Hong Kong Government health declaration form for entry. After submitting the online form, the system will generate a QR code. Please save the QR code or capture the screen. The QR code is valid for 48 hours. Ensure your contact details are accurate – they will be used to inform you of your COVID-19 test results at the Hong Kong airport.
Step 5: Book and pay your post-arrival COVID-19 test before you fly.
Step 6: Check-in at Changi Airport. You’ll need to present:
Flight itinerary. (For a designated Air Travel Bubble flight)
Passport, and a valid visa (for passport holders needing visas)
Negative COVID-19 PCR test result.
Valid QR code showing you’ve booked and paid for your on-arrival COVID test in Hong Kong.
Valid QR code showing your electronic Hong Kong Government health declaration.
Step 7: During your flight to Hong Kong. Remember not to eat or drink in the 30 minutes before landing in order to take your COVID-19 arrival test.
(After arriving at the Hong Kong International Airport, there will be a dedicated path for travel bubble passengers. Follow the signs, which will lead you through the arrivals procedure.)
Step 8: Undergo temperature screening and present QR code of Health Declaration.
Step 9: Take post-arrival COVID-19 test (PCR nucleic acid test).
Step 10: Go through Immigration control.
Step 11: Collect your luggage.
Step 12: Wait for PCR nucleic acid test result. This may take around four hours.
Step 13: Present your negative PCR nucleic acid test result to proceed.
Step 14: Go through Customs and Excise control, leave the airport.
Step 15: Enjoy your quarantine-free stay in Hong Kong!
Return to Singapore
If you would like to be exempted from the Stay Home Notice after returning to Singapore, for Singapore Citizens, Permanent Residents, or Long-Term Pass Holders, you need to:
No travel history to any country or region other than Hong Kong and Singapore in the last 14 days prior to the day of departure.
Take a pre-departure PCR nucleic acid test for COVID-19 at one of the recognised testing institutions in Hong Kong with specimen collected within 72 hours before the scheduled time of departure of your designated flight
Apply for entry approval from the relevant Singapore Government agencies (For Long-Term Pass holders only).
